to join the official anonymous server you must follow this tutorial:

To get to system account there is a nice tutorial somewhere in google, there are some outdated tutorials that wont work, probably you will need a lot of work to get to the system windows account, it is harder every day.

Read carefully cause the System account is something Windows does not want you to know about, so it wont be easy to get it, anyways, once you are in there you will be able to join the #hackers chat in hexchat,

From google is a easy program, but must follow the instructions step by step, cause the chat wont load on normal accounts, like admin or personal windows credentials, that is why it must load on SYSTEM account, otherwise you wont see what they are typing into the chat, very cleaver.

I mean is not OFF you just save it on the /root folder, if you press shift + delete + enter on anything on your copmuter it will be saved until next reboot, that is how it works. Is a basic windows command. I will arguably change the steps a little further and install hexchat in a another parition once in the system account, then press shift + delete + enter on the wndows directory, but probaly he is supossing you only have one partition, it is jsut to make you computer safe.
