Because he was riding on Hogan coattails. Hogan basically built that company from the ground up, Taker and Shawn helped it survive it's worst period and fortified it, and then Austin just swooped in, got put over by the two of them and picked the spoils. His gimmick and skill are what allowed him to, true, but without those three basically handing him everything on a silver platter and Triple H fucking up and getting blacklisted, he wouldn't have amounted to shit.
