This is a ruthlessly difficult question, and the best way to quantify it would be to use Bret's old look/ability/mic-work gauge.
10 for look, 10 for ability, 10 for mic-work.
Off the top of my head, I'd say Austin/Macho come close to a perfect 30 with 28 each.
>Austin 10 mic, 8.5 in-ring, 9.5 look (most marketed and over wrassler of all time, hard to argue his look was anything but just short of perfect, even if he wasn't the prototypical wrestler)

Maybe overall I'd actually have Macho edge out Austin, if anything.

It's a difficult question, so I no doubt sounded dumb trying to put numbers to it, but I think the core concept is the best way to go about it.

Well I think most of them have been steals for the money they were offered in comparison to their relevant fame levels. They need someone to put over their young talent too and vary the opponent types they'll face in developmental. If they didnt hire outside the pool, everyone would wrestle the same way and it'd get boring quickly, plus nobody would develop above a certain level

From what you've said, that doesn't include things like looks, I would say Eddie Guerrero, Ric Flair, Angle, HBK, Macho Man, and Jericho. Maybe Tanahashi, Nakamura, and Naito are there, but I can't judge them on promos because I don't speak slant. Austin never put it all together at the same time (was a great worker before he was Stone Cold, but wasn't a great worker after the neck injury), Cena is an 8 at best in-ring these days (after being a 5 for most of his career), Benoit blew on the mic, Rock was a 5 in the ring, Bret Hart was a 5 on the stick, and Taker was an 8 everywhere but a 10 nowhere outside of gimmick.

Current generation, Kevin Owens is probably the closest.

Dude had legitimate amateur credentials and adapted to the WWE style basically overnight, he could play a face and a heel seamlessly, was fantastic at being both comedic and serious, looked great once he shaved his head. He had 4-5 star matches with tons of guys, if he didn't go to TNA he would be 10/10.

Kobashi is the epitome of the character who has a lot of heart. He was something between Hercules and like an crazy anime character who really believes in himself.

>Showmanship
Combining his technical wrestling ability and his persona, you get someone who made every move look important. The style with how he would do moves and take them really fed well into his character.

>Squeaky clean variety of moves
Guys like Angle and Benoit had a variety of suplexes and submissions. Kobashi's moveset consisted of a variety of: chops, bulldogs, kicks, powerbombs, and suplexes.

He invented the double arm DDT that Foley, Stevie Richards, Dean Ambrose, among others used. He also invented the Shotgun Stunner that you see Masato Tanaka use. Though not as finishers, he had MUCH more devastating moves as a finisher.

For finishers, he would have stuff like the Burning Lariat (short ranged crazy edition of Clothesline From Hell), Vertical Suplex, and even a Moonsault.

When the going got tough, he would do the Orange Crush (vertical suplex powerbomb)

When shit got FUCKING REAL; when him and other three mythical figures of the Four Pillars went all out, he had to pull out moves like the Diamond Head (which he only used once) and what is probably the most protected finisher in prowrestling history, the Burning Hammer (only used six times ever)
