WCW didn't exactly *encourage* it, but they didn't *discourage* it, provided fans weren't chucking actual bottles and batteries and things which would cause real injury.
Backintheday, heel wrestlers had to deal with people hucking batteries, ball bearings, beer bottles and all that kind of actual dangerous shit.
