They're lying. I've seen threads where exif data was used to dox some fool.
In my experience it does. I've sometimes taken pics with my phone and posted them right away. I always check afterwards with an online exif viewer if there's anything and there never is.

Yes, but it should still show the phone model, shutter speed, aperture size etc. and there's nothing.
You're right to be cautious. /b/ is lying. Images posted on 4chan definitely CAN keep exif data, including GPS location. It depends on various factors and it may not happen tor some people such as >>16933734 but it can happen and therefore you should doublecheck to make sure it's all gone.
