I'm living with my Mum and brother at the moment, and I pay a portion of the bills with my mother as she's been having some money troubles recently.
Anyway, I'm supposed to be splitting bills with my brother the past few months, yet he hasn't paid me (or my mother) a cent, he owes me around $200 at the moment and is always saying "yeah i'll give you the money" every time a new bill comes along yet nothing happens despite me harassing him for it over and over, he doesn't contribute anything to the household despite working a full-time job and having no living expenses of his own, but he's happy to piggyback off of everyone else's. I'm so sick of it.
How do you deal with people like this? any ideas? I'm beginning by blocking his internet connection.

talk to your mom. agree with her that he needs to chip in. then you both confront him and say he needs to sign a check or hand over cash right then and there.
what can he say to that?
