I think it is safe to say get a better fucking laptop, if it can't even run without being plugged in might well get a desktop

That could be it. However that being said, upon further research it is very possible the graphics card cannot safely operate to its full potential while on battery. Happens all the time in gaming laptops

I never owned a gaming laptop but every one I had allowed me to change GPU settings between 'performance' and 'battery life' when running on battery. All of them used CPU scaling automagically.
