The Breaker was a more consistent overall experience, the trade off being not having the emotional or exciting peaks that New Waves had. Sure The Breaker had it's moments but the ones that stand out when I remember either series are pretty much all from New Waves. The entire fight/arc with the doctor, and pretty much any time the old man got serious come to mind.

The breaker was a steady buildup to a fantastic final "arc" and an utterly mindblowingly good finale.
NW was kind of a trudge of hospital visits with some real great moments sprinkled around. But that's all, it's a collection of tall, thin peaks coming out of a mire, whereas the Breaker is a mighty mountain.
