It's not super hard.
You should be able to identify from your opening hand what yaku you are aiming for. Possibilites for Honors, Tanyao, Flushes, and Pinfu should be apparent within the first several draws at the latest.
Defensive play isn't difficult either. If a player calls riichi ahead of you or you expect a player is in tenpai, all you need to do to play defensively is to discard anything in their discard pool and you'll be safe due to furiten. If doing so would compromise the value of your hand, you have to make a judgement call on whether to risk it or bail based on how much your hand is potentially worth vs how much you think their hand is worth. Other factors like whether you're dealer or rounds remaining in the game will obviously be considerations too.
Higher level defensive play involves learning to read suji and shit but honestly, just knowing what you can and cannot discard to a player in tenpai gets you 50% of the way there if not more. Good judgement will get you another 45%.
Forming your own hand is nothing difficult
Memorize some simple hands and work with what you get.
You cannot read into people's hands like Akagi but you can make estimated guesses of which suit someone may be going for based off their pond. That just comes wih time.
Look up betaori/urasuji which may help you.

The triad subs for Akagi has a few helpers for particular terminology. FKMTkrazy made a very good tutorial for Kaiji Part 3 where they explain the basics.
But really, Mahjong is way less complicated than it appears. The great wall is mostly learning the yakus, but from there it's largely enough to enjoy most mahjong mangas. Then, you can just play the game to end up learning about various strategies and more advanced concepts.

Take this earlier hand for instance. I was so excited at the thought of having a first-turn riichi that I just declared riichi without a second thought, and only discarded the 8-pin instead of the 4-pin thinking that it'd be cool to win with a red 5-pin.

I was personally waiting on your red 5-sou so I could get an extra yaku for my cheap open tanyao san-shoku-dou-jun which was 2 yaku by itself. Tile reads are only somewhat important against open hands, and even then it doesn't compare to Suji. Mahjong isn't a psychological game like poker, the most important thing is to chose when to play offensively and when to play defensively. Rinshan requires you to be at tenpai and kan one suit in hope that you get the winning tile off the dead wall. It is the only way that you can obtain a playable tile off it, giving it the moniker "picking up the flower on top of the hill". Saki is considered a demon because of it.

My memory is fuzzy but the main opponents were yakuza (not really, but a similar kind of criminal organization) that controlled a lot of the mahjong parlors and good rep players. The whole premise of the huge final battle was to decide how rep players got divided between East and West Japan gangs.
That dual riichi hell on the first hand of the dealer turn had me sweating bullets while I was trying to keep my tenpai. I was confused when I couldn't ron on an earlier tile, but while wading through furitens, I finally stumbled upon a tsumo. Nerve-rackingly good game.

Are the main rules actually different between chinese and japanese mahjong? It's the same tile set, it's mostly the same yakus, only difference I could think of would be stuff like house rules, lack of riichi rules, and scoring values.

The difference is massive, Chinese Mahjong doesn't have Yaku. The scoring is completely different, as are payments.
