King Reiss wiped all memories of years before the walls came up. That doesn't prove anything except we have literally no idea what's on the other side of the walls. They could stumble across New York City for all we know. It is worth noting that the first king seems to have had some kind of utopian hope for the society inside the walls, and people often see technology as a corrupting or malignant influence on everyday life (how many people have you heard bitching about cell phones these days? Lots of big philosophers for hundreds of years have sworn off of society and lived in the woods to be "one with their humanity" or something like that). Also the titan serum is made with technology beyond what is possible inside the walls, even after everyone has access to technology the central MP were keeping hidden. More advanced technology definitely exists outside the walls, it's just a matter of what kind.
With that said, Armin had a book that recorded geographic features not found inside the walls. Since no scouting expedition has ever been shown to have made it that far, it was probably written before they were made, and he's never mentioned that it recorded any sort of advanced or wondrous technology. He seemed pretty taken with the sea and all that, I doubt he would have ignored things like cell phones or airplanes.
As a side note, if advanced technology like titan serums led to the initial titan outbreak then that could be another reason why the first king didn't want advanced technology inside the walls as well.
So how many times has this happened? Has it been an endless cycle of the wallpeople being massacred by MTs and then having a Reiss "reset" by mindwiping the remaining few every hundred years or so?

His powers are probably much more limited than the real deal, which might explain why the warriors are seeking the coordinate despite having Zeke in their ranks. We also know from chapter 35 that his commands aren't always 100% effective, as the Big Nose titan didn't listen to him when he ordered to let go of Mike: maybe because his order failed to override the titan's primary and innate order to "eat humans" (hard to resist when you have a dude right between your teeth, after all).
Also there's stuff like memory wipe (and maybe the ability to awake the Wall Titans??) and other abilities that Zeke most likely doesn't have and that the Warriors actually need.

Both of those seem to be based off of traits that Bert and Reiner possess as humans though. Bert is lanky as hell, Reiner is a big tough guy, etc.
Annie's titan form is unusually feminine (Ymir's titan doesn't maintain female curvature, for example, and at least some of the grunt titans we've seen must have used to be women but they don't either), and what happened in the forest is clearly meant to imply thatAnnie is skilled at attracting lots of people to rush her at once and partake of her in a frenzied, thrashing mess.
