The Shadow Clone Jutsu is not a Kinjutsu. It is a well-known Jounin rank technique. The MULTI Shadow Clone Technique is what is considered the Kinjutsu. Quite WHY it was added to the Scroll of Seals, I'll never fucking know, because it's Yang Release, not a Sealing technique.
Boruto's Rasengan is also not a full Rasengan, as it rapidly disperses after being thrown.
That being said, it's clear that Boruto inherited Uncle Neji's genius, since "When his father trained with him prior to his graduation from the Academy, Naruto briefly forgot he was only fighting an Academy student and contemplated going all out to keep up with Boruto". Because the chakra requirement would kill most people that don't have Kage-level chakra pools. Kakashi himself has a below-average chakra pool, but is just REALLY good at keeping track of it. I think he can create about four to six solid clones at once.
The problem with the Shadow Clone jutsu is every clone you create splits your chakra. With a pool of Naruto's size, that's not an issue, ESPECIALLY later on with Kurama basically being a big backup battery. But for someone like Kakashi, who already has a below-average pool, splitting that pool into more than sixths is approaching dangerous levels.
