As for education i'm not sure if he offered, since his plan only hinged on her allowing her to enter it, and the main attractive point was that she had puck as a spirit, and he's no ordinary one, he could kill everyone in there easy if he went all out. And of course having a contract with such a spirit means a lot already.
Also i don't know, i think it was fine, the other candidates clearly don't give a dam and say the most outrageous things, none of then have a proper platform to stand on.
It's a fictional novel so i wouldn't go into expecting full on logic, and even then what you view as more logical may be contradicted by someone else who views it differently who knows. I personally thought it was fine, the situation was a mess in the first place.
