There's six Arrows. Five normal ones and one Beetle Arrow. If you get stabbed by any of the six, you either die or get a Stand. If you're stabbed a second time by any of the six then your Stand gets a new ability. If you're Stand itself is stabbed by the Beetle Arrow and only the Beetle Arrow, it gets taken over by an entity called Requiem that gives it a batshit insane power with seemingly no cohesion with it's old power for a limited time. The Beetle Arrow is also the one that unlocked The World and Whitesnake so it likely creates stronger Stands in addition to being the only one capable of piercing Stands themselves.

It's mostly because it had awful translations for over 15 years. The good translations are only halfway done and it really makes a difference. It's more like Part 3 but also more action oriented and the darkest Part up to that point. The old translations fucked up characterisations and made every character feel samey and bland when in actuality they're incredibly varied and entertaining. They're harder to like than past protagonists because they're all murderers and thugs but part of the story is that they were all born into shit situations and tried to make the most of what they had. It's actually a pretty depressing story but still ultimately about hope. Because of how different it was to the prior stuff and the shit translations it was disliked by a lot of the English fanbase for years, but it's the second most popular in Japan. It's still good but you may not like it as much as 4. 6 was a good fusion of the older style and the more heavy themes of Part 5, as are 7 and 8.

The Stands in 5 are awesome, probably the most straight up powerful combat based ones in the series. Stands in 6 got too complicated and in 7 they took a back set to the drama, which was a nice change of pace but most of them didn't have a physical form and were basically just powers without the actual 'Stand' concept which got tiring towards the end I feel. Part 8 has been a balance between the weirdness of 4 and the awesomeness of 5 which is great.

If you're talking about Made in Heavne from Part 6 then he fused Whitesnake with the Green Baby, which itself was an unholy abomination made from Joestar, Brando, plant and vampire DNA with Stand power and some black magic mixed in (read the manga) to create C-Moon. This ties into his 'peace of mind' speech to Polnareff in Part 3. He thinks it'd be easier for mankind to live knowing what is to come so they don't have to think and can enjoy the time they have with the people they love and have no regrets. IRL, gravity actually affects time so DIO realised that the 'gravity' that causes two people to meet is what fate really is. So he set out to find a way to influence gravity. You can't control gravity but you can influence it. DIO met Pucci through the gravity of fate and thus treated their meeting as important, so instead of enslaving him he met someone he considered an actual equal and friend. He needed someone who was his equal to help him complete his weird contrived ritual of shattering his Stand and fusing it with that of his friend to create a new gravity powered Stand. However he died before he could meet up with Pucci to try it again and in Part 6 Pucci has been trying to get Jotaro's memories since Jotaro read DIO's diary with the ritual written in it then burned it along with his body so he's the only one who knows DIO's true plan. Pucci wants his memories so he can try and find another way to achieve the same power, and spoiler alert, he succeeds.

On that note, how strong would you say the world actually is? I mean yeah the whole time stop thing could fuck you up, but compared to other powers exactly how OP is the world? Alt Diego was able to beat tusk act 4, but that's only after Funny warned him about it. Having the world didn't seem to save him against the whole alternate universe version of yourself destroying you on impact either. MiH when it's at full force isn't really affected by time stop. Could GER also be relatively unaffected by it?

Bites the Dust didn't change fate it just allowed whoever it was set on to see the threads of fate and influence them since they know what's to come. The effect of who dies isn't fully set in stone, it's how you get there. And MiH didn't change fate itself, Pucci bragged throughout the whole Part that fate was on his side because it was, someone was one day fated to achieve heaven and it happened to be Pucci. The timeline changing was the result of him dying which caused a paradox sinnce he couldn't complete his loop.
Fate isn't completely 100% set unless a Stand power like BtD or King Crimson makes it that way, but they don't change fate just how you get to what was always fated to happen.

Basically; fate is an outline of events that cannot be changed, but the fluff between those dictated points can go however the fuck it likes provided it doesn't contradict those dictated points. It's pretty divisive but more disliked, mostly because of the shit translations. The characters are harder to like because they're all murderers and generally bad people but Araki had a good reason for trying to write a darker story. It makes more sense after you've finished it though. It's the second most popular Part in Japan but that's because of differences in taste amongst the general opulation and the fact that the themes and what Araki was trying to do actually comes across well in it's original lanuage. It's not bad by any means but most people in the Englsih fanbase would agree it's not quite as good as 4.
