Kiara reached the level of a true demon, but ultimately was a slightly different thing, however she was as close as you could get to a manifested true demon.
A true demon might be something like a system on their own.

Arcuied has appeared in a story before, called Tsukihime. Other UO's have not appeared in official stories yet. Arcuied wasn't in Notes. Just because he counted the one that appeared officially, doesn't mean he was supposed to count them all considering he said he only counted things that appeared.
Notes is a real thing, but he hasn't officially counted it within verse yet. He probably wants to work it again before adding it.
