Here's a review from an anime only. It's pretty accurate, all things considered:
For some time, it was difficult for me to pinpoint why this show wasn't doing it for me. Its plot is okay, and while the pacing is rushed and some characters are bland, the atmosphere is good. There’s nothing that sticks out as severely detrimental. After thinking a long time on it, I think I've figured out what exactly went wrong, so let’s get down to business.
First let’s address the gap between the emotional reaction the show expects the me to have, versus the kind of reaction I actually have. There are so many "important" and "grave" scenes that are difficult to care about due to clumsy storytelling. Scenes that dramatize character deaths are the worse. It shatters the fourth wall when I barely know the damn character’s name or they're just straight up unlikable yet the show still expects me to care when they keel over.
This is huge with Lise, who's portrayed in the ugliest and most unsympathetic light possible (well, outside of Beatrix) before the show does a 180 and tries to turn her death into a tearjerker. Characters' must earn the audience's sympathy. Furthermore, there is a serious lack of tact or maturity from the storytelling that's required to lend these scenes their required gravitas, turning them from tragedy into pure farce.
Another persistent issue with viewer engagement is that the main characters, Theodore, Lise, and Katia, aren’t likable or charismatic. (I don't consider Irisdina to be a main character; she might be attractive and interesting, but she's always distant, remains a inscrutable for the most part, and disappears for half the show.)
Lise is forced to an entirely polarizing role and Theodor has the charm of a cardboard box. While the environment of imminent apocalypse and oppressive dystopia goes a long way to explaining the distrustful, distant, and damage of characters such as Theo or Lise, it falls apart when you look at Katia.

Schwarzesmarken is a story about maturing, finding something to believe in, and fighting for it. It’s a story that’s fundamentally about hope, change, and the future. At the very heart of this this is Katia, and it's her who Schwarzesmarken charges to drive this theme home. Unfortunately, she doesn't suit her role at all. There’s a difference between having hope and being so hopelessly naïve that everything that comes out of your mouth is just pure crap. Yelling your subversive ideals to the brutal secret police in a grim dystopia doesn't make you look idealistic, just dumb!
Beyond that, Katia never contributes anything to the story! Not its themes, not to further develop other characters or their dynamics, nothing. She doesn't say anything productive nor do anything productive. She's not interesting. I found her so underwhelming that I could've almost forgotten that she was supposed to be a main character. Considering the show’s biggest theme is hope in the face of suffering, Katia's failure is hugely detrimental to the entire show.
Towards the end of the show, the theme of clashing ideals is clumsily introduced. In particular is Beatrix’s ‘Jürgen’ vision. This could have been the set up to some nail biting action over a morally ambiguous clash between our heroes’ ideals and Beatrix's, if only these ideals had been elaborated upon. It doesn't help that for the majority of the anime, Beatrix's whole character cannot be taken seriously as her farcical levels of villainy clash with the overall atmosphere of the show. It's like seeing Hannibal Lector pop up in something like Oreimo. From the very first episode, Beatrix is always framed as a villain without reservation, absolutely filled with glee as she tortures and kills all those around her, making her ideals feel tacked onto her at the last moment to add character depth (especially in relation to Jürgen).

What ideals she does have fall flat due to the presentation of the BETA. Beatrix believes that unification under a police state and drastic action such as offering East Germany up as a sacrificial lamb may be what humanity needs in the face of such a dire threat. However, the BETA conflict is always secondary to the human conflict, to the point where the BETA aren't nearly as threatening as the other humans. You just shoot some TSF cannons, fire some long-range missiles, and voila, done and dusted. There’s none of the visceral action or the high stakes that Alternative had; in Schwarzesmarken, the BETA are reduced to a mere zombie horde. This greatly diminishes the stakes of the political squabbles and discredits the main antagonist's point.
Schwarzesmarken is plagued with crushing problems, and I’d place most of the fault in its execution: its too rushed, the directing isn't good, and it lacks the humanistic touch it needed. The plot and the production are still respectable, and I generally had a decent time with it, but I know that Muv-Luv stories can do better. If there’s anything Schwarzesmarken shows, it’s that any adaptation of Alternative will similarly fail unless the production behind it is talented and creatively inspired.

Not really known or mentioned where the Ossi government went. I think I saw South Africa as one place mentioned.
