Why do mangas rely on exposition so much? Like at least first several volumes are spent on rules of the world, sometimes for the duration of the comic.

Thats only happens when you read battle shounens/harems or stories relying entirely on gimmicks/premise/world building over story telling, adventure or character relationships.
