Pretty much, I imagine a limiter is dependent on the person, so someone like zombieman might not even be able to break his, since dying already means basically nothing to him.
Same with Genos, actually, considering he's a cyborg and can't really physically go past his limits because, being mechanical constructs, the limits are set much more solidly than a normal persons would be.

It would be ironic if Sonic ended up surpassing Flash because Sonic was humble and aware of how far he needed to go to defeat Saitama. The problem you're missing here is that Flash is putting himself in the same sense as Saitama in terms of a person with power but with need for technique or what have you to embolden that.
Saitama, unlike just about every character, doesn't need the proper techniques to push their talents/strengths over that ledge. He's strong enough to be in a class exclusive from someone like Flash.
Just look at what happened to Garou. He figured he could win on technique and then got utterly shit on by Saitama due to his sheer broken strength.

He is able to make up for his weakness, but the weakness is still there.
A weakness is a weakness. It's not a PROBLEM as long as no one can take advantage of it, but it's there. So Flash is correct in saying what he did, because he is correct in saying saitama's H2H skills are subpar. What he doesn't get is the fact that saitama isn't looking to perfect himself further, in this case by intentionally keeping his weaknesses.
