I like Jean, but he really doesn't seem to be in league with Armin, let alone Erwin, in terms of strategy. He's more of a tactician than a strategist, a person who's a quick-thinker due to his self-awareness. He's a leader, but his tactics and his humanity is really different from Erwin and Armin, who don't care as much about casualties as long as it saves more people in the long run.
Shadis even admitted that Erwin was special early on and his Scouting Formation was far superior to his, despite him being more experienced at fighting titans. Armin is the same way, characters more experienced than him trust his plans, while no character comments that Jean is a genius like the above two mentioned.
