It was stated in the movie. Toei were just dumb idiots while adapting the BoGs movie to Super and removed pretty much everything plot relevant from the Pillaf gang, so they were left with no backstory, no scene revealing Videl's pregnancy, no cute Mai x Trunks teasing.
Now, Toriyama is writing a story where Mai x Trunks is plot relevant and so we'll end up with it coming out of nowhere if you've only watched Super and not the original movies.

Elder Kai didn't say he released potential. He said he made a kitten into a lion through his abilities and it was based on potential. Gohan could have trained every second of every day from the end of Cell to the start of the Buu stuff and he'd still only be slightly stronger than Vegeta or Goku was. The Mystic power was basically a buff he got that scaled with his potential power and made him way stronger than he should have been.
That's why Goku doesn't get potential unlocks and Gohan already had that shit from Guru. It's just that people misunderstand what Elder Kai did and think he released MORE potential instead of just basically giving Gohan an MMO buff that scaled better than it should have.
Gohan probably lost said buff after he died to Kid Buu and he's not trained at all since then. He's literally just a retard who doesn't realise that he could just ask Bulma for a gravity chamber as a wedding gift and use it to maintain whatever he achieved training with the Kais, which would be at least SSJ2 tier.

Basically, the idea is that Base Gohan in RoF is just a weakened Ultimate Gohan, rather than Gohan going back to pre-ritual levels. Note that when he complains about being unable to use his full strength, he was fighting around, not attempting to power up into some other form and failing to do that.
Gohan has the ultimate design again as of episode 43, so we'll see if he'll still turn into a SSJ in the next arc. If he does, and it works like some people assume, he should be near SSJ Goku's and SSJ Vegeta's current levels, although with no SSJB.

It's a whole different universe, so that kind of complaint isn't valid at all. It's like complaining about characters from completely unrelated series not following DBZ's power progression.
However, I'm not excusing them. Like I said above, I think they still threw away potential there. If it were up to me, I'd have made SSJ Cabba near SSJ Blue levels, rather than a joke compared to Vegeta's full power. Most of the tournament ended up with rather clumsy drama due to how weak the fighters were compared to Goku and Vegeta.

To be honest I think Gohan would be exceptional and a little scared that his all powerful daddy couldn't defeat Cell while he, a child, was supposed to. But after some time and talking I think he would be more prepared.

Lolno. Piccolo trained every day from DB to end of Z. He just plateua'd at a level that meant he was helpless in the Buu saga.
Depending on which source material, Piccolo wasn't any weaker than Vegeta or Trunks at the Cell games, especially in the anime where he was fighting off 3 Cell Jrs at certain points for Tien and Yamcha to protect Goku while Trunks and Vegeta only managed 1.
Piccolo was always top tier but it's just that the saiyan levels reached retard levels thanks to bad writing and that was the whole hope that god ki would just allow the non-saiyans to reset the balance and have Tien, Piccolo and so on all be back in the fight.
