It's not a matter of power, they didn't know the actual Rat power, and also the fact that they were two may surprise them. Stand battles is all about wits, not actual power. (Except for the most part of Part 3)
Also, I don't remember Jotaro struggling, he even showed his "cool" by stopping time and cutting that piece of skin from Josuke before the stand "venom" took effect.

Can exhale a thick green smoke from its mouth. Upon inhalation, your reaction time is slowed according to how much you inhale, up to a maximum of 5 seconds. When under 「Gin and Juice」's effect, you are able to think and perceive just fine, and automatic bodily functions work as normal. However, any physical movements (including Stand movements) will suffer a delay between the time you command your body to move and actually moving.
G&J's effect can only be cancelled by inhaling 100% clean air. If you were to be hit point-blank by the smoke and delayed for 5 seconds, you would remain delayed for 5 seconds as long as there was even a wisp of smoke left in the air.
