I read volumes 18 and 19 today. The final battle with Princess Carissa was so fucking over the top. And Mugino is a bitch, holy shit she's fucked in the head and the anime doesn't let you know this. That last volume also made me come to the conclusion that Kinuhata is the best.

The problem is that it's a completely original plot with completely original characters that aren't related to anything else.
Railgun had another side of the sisters arc and ITEM which automatically makes it much more interesting because it ties back into Index. Accel's spinoff is just completely stand alone right now.

You missed one of the worst volumes of the series (NT11), Hamazura vs Touma round 2 (NT12), High Priest (NT13), Anti-Touma and meta harem arguments (NT14), and Mikoto beginning her path to either madness or greatness (NT15).
Accelerator and Hamazura are still irrelevant but they'll get their time soon. The main plot never moves forward but Aleister was forced out of his tube.
