They even bring in Joseph specifically to fight Akira and Akira loses the second Joseph gets there.

I wish I could tell you why they did it. I thought the same thing weeks ago. I guess it really is all because Prince paranoid them about using names. I'd like to say that they used to still make musical references in SC but stopped with the new translations, but they still made tons of musical references in the PB and BT localizations. Raw strength means very little in regards to villains because they're always setting up ambushes. Doesn't mean that their stands are broken. Anyone would have an advantage with an ambush. That's like saying that I'm more powerful than a heavyweight boxer because I could defeat him if I snuck up on him and hit him on the head with a steel pipe. The fact is, stands start to get very, very specific with their abilities from part 4 onwards instead of being literally pokemon like in Part 3. And that means that if they don't get you with their one gimmick, they're fucking dead.

Act 3 is OP as shit. When you think "freeze", do you think "stop" first, or "frozen" first? It's most likely frozen. However, it worked as "stop". But not just making them stop, it made them incredibly heavy. So, the way I see it, you can do literally anything you want with Act 3 as long as the thing you want to do is so much as vaguely connected to the rhyme you make.

Using your stand strategically is mostly favored in jojo's, since most people who are raw power (polnareff, Oku, etc) end up as 'joke' characters because so many stands can put them at the disadvantage.
Its not always about an ambush, its about using what you have at your disposal. You seem to be under the impression every fight has to boil down to an arena match 1v1 both fighters fully aware or an ambush situation.

I'm not under that impression. But there's a huge difference between having a powerful stand and starting a fight already with an advantage, which is what the villains in this series always do. A strong stand would also win if they got the first blow in. In fact, many of these gimmick stands actually did get the first blow in and they still lost.

Act 3 is based around english-japanese wordplay, which proved to be too unwieldy to come up with more than Three-Freeze for the purpose of the story (the two words sound similar when said in Japanese). Presumably, though, other abilities would be tied to the same wordplay theme.
Its other natural effect, though, is being incredibly fast - within its 5m range.

So yeah, pretty much, Koichi grew a lot and got a top tier stand but didn't mess with it enough to learn how to use it as much as he could.

Most Villains in JoJo have their Arc where they do their gimmick and get outsmarted whereas Ally stands,like Echoes, stay throughout the part and have to cope with a variety of fights which is bad because their ability would allow them to end the fight very easily, like The Hand could wreck every stand user they faced in Part 4.
