It is the Aspect of the Witch of Envy.
His whole resurrection "power" is because of the Witch's will. Every time he dies, she brings him back. This is why he reeks of witch to anyone who can smell it, because every revive marks him more and more with her "scent".
As part of that "power" he is not allowed to tell anyone about the power. He feels tremendous pain when he does so. If he fights through the pain to explain it to someone, the witch will kill them instead. If he tries to use secret bullshit loopholes to tell anyone about it, even worse things will happen.
The witch is basically a goddess that destroyed half of the world already. She is sealed, but the seal is not perfect.

I'll explain it as best I can.400 years ago the Witch of Envy destroyed half the world, she would have kept going but the Sword Saint, the Sage, and the Dragon fought her. She lost that fight. Though she could not be killed, they did seal her, so that she could no longer influence the year. However, that seal was not entirely perfect and a small amount of the Witch's power was able to get through. Because she's an all powerful witch, a small amount is still a tremendous amount of power. She formulates a plan, one that requires a lot of very specific things to happen. She needs Subaru to make these things happen. So she brings him into their World and places him in a situation where he will fall for Emilia. He does so and he gets involved with Emilia and her struggle for the throne (whoever wins the struggle will contract with the Dragon). His first loop does not end until 1) Emilia is alive. 2) Emilia has her touchstone 3) He has been brought into her place of residence. Once those conditions are met, the witch moves his point of respawn to just after he meets Betty (it is possible she moved it prior and was just updating). His next mission is to gain the trust of Emilia's "protectors" Rem/Ram, Roswaal. Once he does so, she will move the save point again. Set new conditions, once he does them, she will move the save point again.
So basically, until he fulfills her conditions, he's going to keep looping. And the conditions are things that Subaru generally desires. However, the witch does not care what he wants and may actively sabotage him, particularly when it comes to other women. (continued)

The witch will still move the save point because all she cares about is the white whale dying (and she might even want to eliminate any women in his life other than her). So Subaru thought he was doing everything right, but really just advanced the Witch's plans.
Subaru is her agent. He will accomplish the goal to get to the next save point. If he does not, he is forever stuck in that other loop.
The witch is using this extremely indirect method because she already lost. She is sealed. The witch can be defeated. In fact, if people found out about Subaru's "power" they would probably think to improve the seal on the witch. She does not let him talk about it, because if he does, she can be counter-acted and resealed. Or they could permanently put Subaru in stasis rather than kill him. She wants to avoid detection until she is in a position to do what she wants (likely destroy the rest of the world). She also likely did not want Subaru to know that he was a pawn.
Reinhardt is also powerful, but not really. He can only win against things he can fight. He can only be at one place at one time. If multiple problems arise at once, there is only one Reinhardt to deal with them.
Subaru is extremely weak in this world. But he is also the most powerful. He gets an infinite number of tries and can try every possible strategy. As long as something is not impossible for him, he can do it. So the witch is going to keep leading him on his journey and tricking him along the way into helping her.
The story of Re: Zero is about a proxy war between the Witch and the World being fought through Subaru.

Imagine you wake up in a hospital and you have amnesia, there is a woman above you, you have no idea what her name is, how you met, or anything about her. But you know she is your wife and that you are in love and would do anything for her, whoever she is. So it is possible that Betty has the knowledge of their relationship.
The witch very deliberately moved the save point to the second time he woke up. Which is after he met Betty. This makes it so he keeps going back to Betty. She's the one person who has some memories of him other than Emilia and her room becomes his sanctuary in all loops. Every loop, Betty can probably detect that relationship changing and the nature of their connection changing. In Loop 1, she knows he is cursed and is going to die, but sadly acknowledges that it is not her business. In Loop 4 she contracts to protect him with her life no matter what.
So something changed across those loops and it is likely her knowledge of at the very least, their relationship.

Reminder:Garfiel was with Subaru when Satella came out. The two of them have a hell of a time trying to run and escape from her. As expected, having Satella running around was bad news. A lot of people die during the small moment she was let out. As for Garfiel, all while telling Subaru how much she really loves him, Satella brutally kills him. His body is torn to pieces and spread across the plaza.
As for Satella, a lot of information about her is revealed in these few chapters. We find out that she truly does love Subaru to an insane level. In regards to her appearance, Subaru is surprised when it's revealed that she looks exactly like Emilia. When Subaru kills himself to end that loop, Satella looks completely distressed over the fact that Subaru hurt himself. It's the first time Subaru notes that her insane love love aura she emitted fell for the first time. As he dies, Subaru tells the girl who looks like Emilia that he will save her. In his last moments, Subaru probably mistook Satella for Emilia since her distressed face looks exactly like Emilia's.

Yes.Not that I remember. They are probably being saved for later or kept in the authors bag of tricks. If you are writing a story like this, you have to open up with a lot of threads that you can connect later on. But you can also change your mind and decide "this one idea I had was retarded". The idea probably would involve other people crossing over. Or something like that.
As it is, the author can use it if they want to and they have it established. But they haven't really done much with it yet. By not really doing much with Metia, they have given themselves options on how they want to handle it (was that thing just mistaken for some other kind of artifact, or is other earth technology there, that resolution is open).
Sometimes, in order to avoid painting yourself into a corner, you have to leave some weird areas unpainted.
