Bakugou si stronger than TOdoroki, his control is too damn perfect. Todoroki has yet to be comfortable with his fire side and he relies too much on his Quirk, with close range being his weakness, while it's Bakugou's specialty. If he Todo controls his fire side better it'll be another story. Bakugou would have won anyway but Hori made him win like that for more character development.

Deku did that because his perception of Bakugou's painted by their past. Bakugou's been perfectly capable of operating in a team since the defeat in Heroes vs Villains, Deku just chooses to ignore that Bakugou's changed. The Bakugou that Deku memorized from his notebook dies a little every time Bakugou loses and is forced to adapt. His statline has the same level of cooperativeness as Deku's, only Deku can't see it.
