It's based on a manga that is finally getting scanned. Yes it was heavily sponsored by the Hannou and Saitama tourism funds which just happened to coincide with where they went in the show, even in the anime original episodes one of them is about Kokona going around Hannou having fun.
The other sponsors were Kokona's VA, mountain climbing gear companies that showed up in the show, and something else I forgot. Like all Earth Star shows it had the same staff so you could think of them as a third sponsor.
