I think either Levi or Mikasa is getting the serum. My reasoning being we haven't seen an Ackerman titan yet, and I think there's a reason for it. Like when a Reiss eats the coordinate, they regain all the memories of the first king, I think it's the same with Ackermans. Except they don't need the coordinate, and they won't be under their ancestors will.
So if either LM get the serum, they might regain a lot of information from their ancestors memories.

Besides, he only looked back for a few seconds at best: not like he just sat there and started drinking tea while waiting for a potential survivor to arrive. And despite the complaints about his husbandofaggism and supposedly retarded decision not to finish off Zeke, using the serum to eat him was not, in itself, a bad idea. He should, however, have been ready to use it on himself immediatly after defeating MT: his homofeels got in the way, but it makes sense that they did.

I think it's really odd that in the previous chapter Erwin and Levi talked about retreating and having nearly zero chance of survival without mentioning the titan serum at all. If they felt they had 1% chance of survival then they should have used the titan serum immediately, not only if Zeke is defeated. The scouting legion mounted a suicide attack and died like cockroaches just to create a short diversion, why not use the titan serum to create that diversion?
