Seriously. Name one entirely good, non-morally ambiguous clown character in any media. One. Just one.

Face it. You can't.

It's a character archetype thing. Protagonist is simple and headstrong, enemies have more complex abilities that you have to overcome and then land a headstrong hit, it makes an entertaining fight. There are only that many ways to fight, the strong and slow, the fast but weaker, the technical, the cheater, the smart, the accurate, and then there's the tricky. The tricky one uses lies, deception, smart trickery and "magic". These kinds of characters are easy to turn to jesters in the character design process and they are evil because they are created to be enemies.
