The story has gaps and holes in it because most of the characters don't know what is true and what is false. The holes serve as reflections for Theo, Katia, Beatrix, and the others to bounce themselves off of and show there nature through their interpretation of events. These interpretations may be right, or maybe wrong. Theo, for instances, didn't know that Sylwia and Walter were in a relationship and dismissed all the hints, so when it was revealed that they were sleeping with one another, it came not only as as shock to Theo, but the audience as well.
Something else to note is that Iris was also manipulating Theo. Of course, Theo never really caught on, but certain actions Iris takes were designed to bind him closer to her cause (such as giving him Katia knowing that he'll see her as Lise's replacement). Everyone manipulates everyone, except for poor Theo who sees the world in shades of black and white.

The part of the LN that is translated which you can download describes Hind A raining down AT-2 missiles on destroyer class, dumb rockets and so on and also later on mopping up BETA after bombers and arty killing most of them after a lazerjagd.

I think it's a bit harder to categorize that that, which is part of the problem.
It would have been done for a utilitarian goal, but the core problem I (and others) have with it is that it was largely pointless. Forcing more people to the front is only going to do as much good as they provide additional fighting power.
And considering that they were already deploying infantrymen into trenches armed with sub-par weaponry (crew-served automatic or don't bother, it seems), and in light of how effective we see those infantrymen not being, the marginal benefit of her plan seems minimal.
Then there's the massive human cost to compare it to.
From a Consequentialist standpoint, its a massive waste of human life.
If the remaining portion of the lives of the people who would have otherwise survived are more useful than their deaths are under her plan (or if their deaths later are more useful), the her plan is waste, which translates to wrong in an extinction war situation.

are things that I agree with, more so than Katia or Iris, but at the same time, the actions she does to follow through on those ideals are terrible.
I think her plan would be feasible with a little bit of modification though. Maybe change it so that all non-essential personnel were evacuated. It'd first, save way more people, and two, it would restore the moral of the army. As for the supply issues, some of that could be alleviated with support from the West, which was something she was going to take advantage of anyways in the LN. It's heavily implied throughout that she's a puppet of the UN/West (the first people she contacts after killing Schmidt are the UN and the Western powers). Her final speech to the Werewolves in their hangar before they went out to fight the rebels in their final batlle (something the anime really should have left in) referenced joining with the UN and Western powers to remake the DDR:

As bad as her plan was, it's not like the others were any better. Iris would refuse international help as she greatly distrusted the UN and western powers, and Katia wanted a democratic reform and a major political upheavals when the BETA were at their doorsteps. Beatrix's prophecy also turned out to be rather accurate too (just like Lise's concerning Theo), but again, it's debatable how much anyone could have done to stem their grim fate.
We'll see where it falls when Martyrs arrives. Who knows, maybe Beatrix's plans will be elaborated upon and they'll be as reasonable (or unreasonable) as everyone else, or maybe she'll be full of shit.
