Character development isn't a positive thing in and of itself. There is such a thing as cliche development. We already have many examples of losers turning into heroes. Off the top of my head, there's Parasyte and Gantz, and while not anime/manga we always can look at Spider-Man as an example of a bitch boy turning into a superhero. Also, character development doesn't have to be from zero to hero. I'd say Kenshin from Rurouni Kenshin already starts the series as a respectable guy, looking for redemption, but by the end he's finally able to come to terms with his past.
The MC's in this show is unbearable. When he broke down crying after his training saying it was unfair that he was being given a power I was actually pissed. Was his whining about fairness supposed to show his sensitivity to others? Instead it just made him seem like a little brat that was putting down his own hard work with a very narrow worldview.
