Pretty much Yoshimura wanted Kaneki to be a bridge between ghouls and humanity.
He really kind of fucked him over most of the time.
His diner got Kaneki killed and his friend was almost eaten by another patron.
He didn't tell Kaneki that he was in trouble before he was abducted.
He sent Sachi to work against Kaneki.
Yoshimura talked about liking humans, but in reality all he did was make more efficient killers.
He basically set up a cafe for ghouls to study humans which made them harder to catch. Set up hunting zones so there would be no infighting.
Then watched as they ate his other customers while saying it wasn't classy.

And then he finds Kaneki reluctant to kill him, and worried that all those years he spent building up to this moment was wasted. That's what Kaneki realizes, Arima doesn't see people, he sees bugs to be crushed.

At first, :re was a single huge disappointment for me. They introduced a whole division of uninteresting characters. But when the story began to continue the one from Part One, it became great again.
