Honestly I think when we finally see Pudding for real and get her formal introduction we'll know if she's crewmate material or not.
With the exception of Robin every single crew member made a quick first impression and felt like an inevitable addition to the team. Chopper and Brook were so obvious it hurt, Jinbe was immediately established as a close friend of Luffy's and once we got to his hometown he fell into the usual formula, while Franky was introduced as a villain the second he pulled his mask off he became the most interesting person on the island. They're always defined as major characters from the get-go.
Even Robin, with her joining being a bait and switch, still made a strong first impression in the Whiskey Peak arc. She was the most mysterious character in the Baroque Works saga so when she actually jumped on board it was like "oh shit this makes too much sense."
Characters like Perona, Pedro, Carrot, Rebecca and Bellamy? Even if I like some of them a lot they've all been relegated to side characters. They had no momentum to begin with, its mostly just the fans who latched onto them.

I doubt we're getting 4 new crewmembers this late in the story. Having two people join after the emperors have been dealt with would feel underwhelming since they'd have very little time to be with the crew comparatively, and they'd have missed most of the bigger events they've been through.
This Kaidou and Big Mom saga feels like the last chance for someone who isn't pre-established like Jinbe.

The entire world fighting against them (including kingdoms we know are good and just like Alabasta) and they have three massive doomsday weapons. We have a good D with Luffy, interested in freedom, and a bad D with Blackbeard, a corruption of Luffy's values interested in chaos.
The ending will be about the one who inherits their will and surpasses Roger. That's a battle that will be fought by Luffy and Teach. The reformation of the World Government will deal more with Coby, Sabo and Smoker, characters with a lot more investment in that storyline.
