Ikoma and Mumei are both Kabaneri, but different strains.
Ikoma is a pseudo-Kabaneri. He has no viral load, so the only true lasting effects are changes to his body, metabolism (thirst for blood), etc. etc. Nothing has been altered in his brain, since the disease never reached it. In this sense, he'll never fall to corruption and he doesn't have a timelimit, he can continue to perform until he dies.
Contrast to Mumei. She's a true Kabaneri, that is, she has a viral load that has already reached her brain. Her bandages somehow surpress it partially, but taking them off allows the full brunt of the viral load to influence her. In that sense, she briefly becomes vastly more powerful, but the longer she uses the power, the less of her humanity remains, which is regenerated by sleeping. She presumably has a safe timelimit of 110 seconds, any more and she risks losing herself and becoming a Kabane. Essentially, her body just happens to have high resistance to the virus, i.e. she's an elite controller. She's not immune to it. The problem is that she probably has a lifespan timelimit - the more she continues to use her powers, she'll gradually get closer and closer to becoming a full Kabane.
The biggest difference between the two is that the virus does alot more for Mumei than Ikoma, Ikoma might have dulled senses (or no sense of pain), super strength, etc. etc, but he hasn't gained anything neurologically that Mumei has, like super quick reflexes - he's still the same old engineer who doesn't know how to fight in the slightest, with a Kabane's body. Mumei's skin will eventually turn purplish, and the chest cage will gradually grow as she becomes closer and closer to becoming a Kabane.
Ikoma's also probably immune to the virus either due to the continuing presence of the green gem he has, or, thanks to the gem he was cured, and now has antibodies in his system designed to fight the infection, and thus, is immune.

Ikoma has the bondage necklace keeping it off his brain. He never took it off, and ergo never got the magical Carbonera powerup that moomay did. They're no different. They're uninfected human brains attached to Kabane-infected bodies. Their bodies are changed to reflect all of the mutations that occur in Kabane, including the super strength and reinforced circulatory system.
I assume the infection probably has life-stages. In the early, infectious stage it collects in saliva glands and propagates via bites. In the actual parasitic stage, it spreads and converts the host's body, and in the final stage, it controls the host through the brain and spreads its offspring to new hosts via bites.
Stage 2 is interrupted in the Carbonera, leaving the human brain in control and the host non-contagious. In Stage 3, the spreading is much less aggressive so they can operate without a neck-constriction for extended-bit-limited periods of time without fearing infectious intrusion.
The ribbon around Moomay's neck is probably similar to the crystal in Ikoma's hand and has some passive blocking effect that doesn't require complete constriction.

Neither person's actions are unreasonable. Ikoma didn't think he was infected and naturally didn't want to stay in a city filled with zombies. Kurusu saw Ikoma as a suspicious person and didn't want to risk getting people killed in such a desperate situation. Just because the characters (understandably) have an antagonistic relationship doesn't mean you need to hate one or the other.
