The wave was because of God of Destruction ki that gathered power AS it expanded. Goku couldn't do it himself purely because DBS power doesn't go that high.
Plus after that, Goku couldn't even hurt a fat bear that Vegeta totally admitted could tank SSJBlue and at that point would have just worn Goku down. Frost would have STILL poisoned him and Hit would have still cucked him.
The only character without a pure gimmick was Magetta who nosold a Galick Gun, an attack that was dozens of times stronger than the one that could have killed Cell and he showed no fatigue or damage throughout his entire fight with SSJ Vegeta. He only lost because of the fact Vegeta went 'You piece of scrap' and his race having a base weakness to disrespect.
