Fraudrin only mentioned it to Denzel, he never said anything about it to any of the other commandments and most of them seem to be familiar with him and consider him part of the 10. So unless Gowther used to go by Fraudrin and had possession abilities I don't see how they could mistake them. Fraudrin's entire reason for believing that Gowther is a commandment is because Gowther invaded Dreyfus's mind and found him there. Maybe Gowther managed to mess with Fraudrin's memories before he got rekt. Or maybe this whole thing is just Fraudin trying to cause infighting among their enemies, possibly since he recognized Gowther as a threat.
