The visuals took a minor downgrade with color palettes, mostly the Stands are made out of 2 colors instead of 4.
That's pretty much literally it.
Nobody should play the Dreamcast/HD version first when PSX exists and has that amazing Super Story Mode.

Part 3s biggest downfall was that they tried to make it EXACTLY like the manga. The first episode of 4 had some changes made from the manga and I think it's better for it, SC could have been much better if they'd taken a few liberties like the first ep of DiU. Looks like David learnt from 3 that only the most ardent fans want an exact adaptation, whereas most of the audience either doesn't mind liberties taken or hasn't read the manga. Hopefully they're on the up and up now.

Once you hit D'Arby (in a few arcs) it's pretty much smooth sailing from there on out. I agree though that up until then part 3 is super hit or miss.

They've shuffled some events around and added others but there hasn't been any real 'cuts' aside from shortening some scenes a bit (and not talking about Angelo cutting of dicks and raping 14 year old boys), but it's mostly negligible. They won't cut anything like whole fights or scenes, but they might get changed a bit to better fit a TV episode. It's promising so far though.

I think if anything Araki probably agrees, on that quote he clearly doesn't seem fond of having to go back to redraw characters
Like if you drew some silly shit as a child, its memorable and iconic to you because its from a time you didn't know how to draw well, but it wouldn't be the same to try to redraw them with more competent drawing ability, the way you drew back then was part of the drawing's essence. That concept could be expanded to Araki's case, he definitely knew how to draw in PB, but that shit was nearly 30 years ago and he's evolved and changed over time.
You can tell he really loves and treasures the characters he's created over the years, but one of Jojo's main strengths and why it works is Araki's willingness to finish their stories and move on, so for the most part he won't enjoy digging them back up.
He's doing some fucking amazing art on JJL but recent drawings of old characters feel off even past the artstyle change, he's just not as into it or happy doing it.

A lot of people find the first half boring, plus the ending is bittersweet and barely explained. Jolyne is also divisive for some people because of how much of a bitch she is at the beginning, but it works for the character and she comes across as a realistic person even if she's not instantly lovable. The Japanese absolutely HATE Stone Ocean though, mostly because Jolyne is a women who isn't submissive like other anime/manga women (this is legit an actual fucking complaint they have) and because (don't open spoiler unless you want a MAJOR spoiler)Jotaro dies.
It's one of my favourites. Also if that pic is where you're up to, then you haven't even hit the good shit. The second half of Stone Ocean is batshit insanity. That'd be pretty funny but I honestly think Joshuu will be a major factor to Damo being defeated in this arc. Damo's a smart, calculated man but I doubt he would've considered the possibility that Joshuu would've escaped through the drains. Once he's out of Vitamin C's range NKC will probably unscrew him out of the sewer pipes and he'll show up confused at the Higashikata house, but he'll be able to pull off a sneak attack to aid Josuke in fighting him.
