Well, the context of those panels is that the first class exterminator (who might as well be God) wanted to retrieve the level 9 cibo. They (the safeguard) originally sent the exterminator expecting to have it take on the entire silicon organization, but Sanakan beat them to it and decided to keep her safe from the safeguard.
