I haven't seen Dark City, but I wouldn't mind aliens. I think what I want from this series is the kind of pure absurdity you get in like, Samurai Flamenco. Have twists, and lots of them. Make it utterly unpredictable. Keep it a surrealistic dark comedy and ditch any melodrama. Making sense is less important than making fun.
