Jotaro is great BECAUSE of how tropey he is. It's perfectly distilled in DIO's World at the end, how the ultimate villain who the series is built around loses just because he pissed Jotaro off.

He's not a deep or philosophically interesting character, but he works because he hits all those tropes so well, and just is what he is. Not him but to me those tropes make for a bad MC. Jotaro is supposed to have a cool exterior, but be a good guy at heart. Almost nothing he does in Part 3 really pushes towards the "good guy at heart" part (with a few exceptions). He feels too much like a gary stu "badass".
In Part 4 and 6, since he's a side character, he can actually demonstrate that "good guy at heart" part, like how he fully trusts Josuke to hit the Rat, or how he dies trying to save everyone at the end of Part 6. Also it's easier to seem like a badass when you aren't the MC for some reason.

He talks down to Abbacchio, his superior, about never making sacrifices in Man in the Mirror. But then in White Album, the first time his power becomes useless he panics and drives the car into the ocean because he can't think of anything else. It wouldn't even help them, he just did it cause he panicked. Throughout the series he learns to rely on someone else for once because he won't always be able to save the day.

It doesn't change the fact that Giorno has no personality. He lacks caracterization. All the jojos had decent enough character establishing moments/introduction. The usually aloof/friendly Josuke, who'd rather avoid fights unless his hair is involved, Jotaro calling his mother a bitch but still traveling half the world to save her, (he also had his speech to Kakyoin about what evil is), Johnny and his desperation to get back to zero, etc. But what does Giorno have? A scene where he shows off a trick with his ear, and steals Koichi's luggage. Wow. Only the bit with the frog and Dio's picture was instersting, but it's never mentioned or used again. It doesn't get any better later on, because not only does he share a lackluster objective with Buccelati's gang, but Buccelati has all around better reasons to fulfill that objective, which made him the de facto leader. Araki realized that Buccelati overshadowed Giorno, which he why he made his characters constantly comment about how Giorno was amazing and charismatic every other page: because that's what he wanted to do, but couldnt convey through Giorno's actions in the comic.
Giorno is a failure as a protag and as a character both, and it's plain to see since
1)you don't even need him in the story to make it work. At most you'd lack a scene with a man drinking pee.
2)Fanon Giorno is a better character (!) with an actual personality. People spontaneously fill the gaps because they're there. Any tumblr strip involving Giorno is a better display of caracterization than 15 volumes of Part5.
