If yes, I'd be really disappointed. Birdcage was stupidly strong, and if this didn't require (possibly years of) preparation, that would be absolutely terrible writing.
Either way, it was a plot device to give the battle a timer, but Doffy being able to just pull this out of his ass on the spur of the moment would be retarded, seeing how nobody could really fight back against the birdcage.

The birdcage is one of my least favorite plot devices in recent One Piece. Not only does it seem to constantly be spread as wide as it needs to be for no one to slip through it, but it was able to push back an admiral, one of the most powerful swordsmen in the series, and a country worth of people.
The fact that Doffy was being pummeled like a ragdoll by Luffy in Gear 4th did not even affect it.
The only reason I can think of is that it is weaker the further out it goes, and as it retracts, Doffy gets stronger and hte power of it more concentrated (even though it doesn't make any sense as the strings would eventually just become a large surface area all together.
He could have at the very least taken down the birdcage before he went up to do his final attack on Luffy. That would have made him seem way more serious seeing as he would have been splitting his attention through the entire fight.
