But even then you've got some of the best written characters in the series, there's no bromance more fleshed out than Johnny/Gyro, the fights were great and Valentine was a fantastic villain.

Happily. Johnny is arguably the Jojo that got the most character development in the series, he starts off as a bratty guy that grows into a proper man from all the battles and lessons he learnt with Gyro.
The entire dynamic between Gyro and Johnny literally makes the part god-tier, their friendship and bromance is brilliantly fleshed out. It ranges from the moments where one of them are mortally injured, seeing how they fight to protect eachother's backs to the parts where they joke and have a gag like normal people, my personal favorite scene was when they shared a bottle of wine after the Tattoo-You! fight.
Of course part 7 has it's flaws, I'm not hailing it as the best manga of all time but the characters stick with you greatly, and the art was brilliant. I literally can't think of a more fantastic moment than when Johnny reached act 4 of Tusk after Gyro's death, it was a full circle of character development and seeing the first and last ORA ORA of part 7 on Funny Valentine was the best moment any Joestar could've had because it felt like you'd SEEN Johnny reach his peak in development, it wasn't a shitty asspull like Jotaro vs Dio or Giorno vs Diavolo.

The race in general was a blast to follow through, when Johnny or Gyro got a corpse part it actually felt like they were progressing through the story. Of course earlier on it had some really forgettable participants, and participants I'd have loved to see actually get more development like Sandman, but you can't have everything.
You also have some of the best minor villains to date, the whole Ringo arc was just brilliant to read and admire as art, and you've also got the AXL Ro fight which I hardly see mentioned for whatever reason. AXL's backstory was pretty damn sad but interesting, the whole concept of Civil War was fucking great, and it was one of the biggest steps of development for Johnny as a character. When he reached Act 3 I got fucking chills. And of course you've got Diego, who honestly surprises the most, I thought he was going to be a shoe-horned Dio but his backstory was tragic and he was a really endearing character. Valentine is also one of the best villains to date, his stand ability was terrifying but creative, and the D4C battle was amazing to read through. As a character Valentine was brilliant because of his dynamic with Johnny, and how his motives were far more superior to Johnny's, you root for Johnny anyway because he's the protagonist but I just found it really interesting how the main villain's motives were far more just and better than the protagonist's.

Besides overall the story was mostly about the relationship between Johnny and Gyro, the side characters are just that. Side characters.

It's simply a case of some nice elements like those you listed being surrounded by bad ones like bad pacing, terrible stands and the story going in all directions before Araki decided what it would actually be about.

Of course part 7 is held down by similar flaws the other parts share, full characterization across the board, but it develops where it matters the most, with Johnny, Gyro and Valentine. Other characters like Lucy, Diego, Hot Pants and Steven Steel got good enough development too I feel.
And I wouldn't call the stands terrible, I think part 5 had the best selection of stands, but part 7 had a few really well designed stands, and a lot of stands with interesting abilities. D4C is still one of the most terrifying stand abilities to date I feel.
Overall when part 7 shines, it shines the brightest, but of course it suffers from a lot of flaws. But then again, so do all the parts, I just feel like part 7 shines the best.

Well, to be honest I've gone through thinking that most parts are really coolexcept for Phantom Blood.
I think I have a soft spot for Part 4. The atmosphere and the characters were well executed and in my opinion it was when Araki really got settled in.
I think it's the most 'JoJo' of all the parts. It's also the complete opposite of SBR really, so I realize I sound terribly contrarian right now.

I don't understand why a prison setting is less fun than Italy or a town in Japan. It was interesting, the thing it suffered most from was the scenery since literally everywhere is either a cement room or a swamp. Bohemian Rhapsody and the cool imagery of C-Moon helped that a lot, at least.

I felt that it was too much of a slog, particularly early on, which ruined a lot of my interest. I also didn't like the 2-man party and that Stands took the backseat, and spin just felt lame. JoJolion seems to have fixed the issues I had with SBR.

Everything up to Mandom is a goddamn chore, and it doesn't get consistently great until long after that. This'd be less of a problem if it wasn't so long, but that combined with the quality of most arcs makes it a real drag.
That's really the big problem I have with it though, I love it a lot, its just not my favourite part, and I prefer a lot of other parts over it. Break My Heart Break Your Heart + High Voltage is the best JoJo has ever gotten imo, although JoJolion's recent stuff with Kira and Josefumi might beat it.

Not that guy, but The Spin has the same problem as Hamon where it seems to be capable of whatever Araki needed it to be.
Araki also seems to sort of handwave Johnny's condition from time to time, like when he jumps through the window in Civil War or jumped to the birch bark in Scary Monsters. When Araki actually wrote fights around Johnny's paraplegic condition like Wired it turned out pretty great so I wished he did it more.
Tusk's evolutions also felt a little cheap, like Araki was busting them out when he wrote himself into a corner. They almost always coincided with learning a new Spin technique, though, which took a lot of the sting out. Gyro alluded to the Infinite Rotation horse spur trick for chapters before Johnny finally performed it, for example.
Tomb of the Boom and Mrs. Robinson sucked and the story dragged until the introduction of the corpse parts. I did love Oyecamova and Pork Pie Hat Kid's fights. Putting pins in his tobacco smoke was exactly the sort of genius that sold me on stand fights in earlier parts.
Steel Ball Run is still my favourite despite all of that. I really liked how most all of the minor villains seemed like alright guys aside from trying to assassinate Gyro and Johnny. Even the less sympathetic ones like Magenta Magenta were more repulsive than outright sinister.

D4C is long but not that long man, even including Ball Breaker and Break My Heart Break Your Heart. I'd say about a third of SBR is great, and then half of that is the amazing shit. Everything else is okay at best and dull at worst. Again, all my opinion though.

Scary Monsters is pretty good but I don't like it as much as everyone else. Ferdinand was lame and the stuff with the sand spirit or whatever was confusing. It was significantly better than most of the early arcs though, for sure. The highlight for me was seeing Diego eating rocks and confusing the fuck out of Johnny in the scene with the coffee.
