While the original version he sounds psycho and trembling with excitement, in the english version the guy IS READING A PIECE OF PAPER IN A MONOTONE VOICE. No passion, no effort, nothing.
What pisses me off is that most anons would do a better job than that, and those people are PAID TO SOUND MEDIOCRE.
If Americans can act inmovies, why can't they into voice acting?
Because if you're talented and/or lucky to move on to something other than dub Japanese cartoons, you'd ditch it immediately.

I don't think SOL can be done well in dubs at all. The way people act and the kind of conversations they have don't translate well to English. Then you have the names which you can either change and then viewers bitch about the localization or you can keep the original which feels out of place and are badly pronounced.

To be honest I doubt there is an english equivalent to perfectly matching JP Accelerator VA. But, I don't think we should blame to english VA so much for this. He just follows the orders the director on how he wants the take of the character to be like. The director probably gave up on even trying to put in effort to match the JP VA and called it a day

I always find I'm much more lenient with English voice acting when I haven't seen the japanese version, and sometimes vice-versa. Because of that it just gives me an entirely different voice/demeanor to a character rather than match the original Japanese. That said, there's still plenty of dubs that have voices so bad it doesn't matter if I'm comparing it to anything.It's just really bad.
American voice actors think they can still become regular actors. That scene is one of my favorites in the show. I rewatch it just for Okamoto being badass. My favorite part is, "just because I've gotten weaker doesn't mean you're any stronger." I often quote that when playing games against people.
I vaguely recall reading somewhere that dub voice directors are mostly shitty, leading to actors not improving or adapting at all.

The directors are responsible on how the actors gives they take on the characters they play in. The directors will keep giving their input to the english voice actors on how the character is to suppose to sound like in the scenes they are directing them in. They keep on making them do takes on the characters until they are satisfied with the final product. No matter how talented of a voice actor you are if you have a shit director your performance is most likely is going to be shit or mediocre. If a characters voice doesn't suit the character they are voicing the blame goes to the casting director who chose to hire the actor to voice the character.

I don't even have anything in particular against the voice acting, I just don't get why you wouldn't watch something in its original language when given the option. You watch American cartoons in english, French films in French, and oriental flipbooks in Japanese. I don't understand why some people can't grasp that concept.

Not entirely the directors' fault, but a good director can go a long way to leading an actor to an inspired performance.
As an example, Ellen McLain (the VA of GLaDOS) said that most directors are fairly vague in their description of the type of voice they want and the emotion they want to convey. Conversely, the Valve director was extremely specific, asking her to convey emotions such as maniacal whimsy, disdain, and murderous intent at the same time. This comes from the developer-annotated play-through of the first Portal game.

I only see the actor at fault if the actor is holding back the team by being uncooperative and intentionally delivering a shit performance. Otherwise the director is the one who has the most power over the whole process. The director picks and hire who he/she feels is up for the part. If they pick wrong then that's their own fault.

The "first impressions" effect always screws with my ability to be impartial between subs and dubs. I think the only show where I changed my mind when watching both was for Rurouni Kenshin, in favor of subs. Strange that I often hear people preferring the dub because Kenshin doesn't sound as girly (as he was originally voiced by a woman), but I thought it fit him perfectly.

Accelerator is one of the characters where the Japanese voice was too good and too fitting, it's hard to imagine it any other way.
