It's not really the fauly of the director. 3/4 of the 1st cour comprised of the 1st volume, which was essentially a one-shot. It had zero characterization, zero world-building, and haphazard plot. Which made sense since it was mostly unused idea leftover from Index. Once Kamachi was given the go-ahead for the second volume, you can tell he put in a lot of thought into the lore and personalities. The first volume is the weakest of the series, so it makes sense it gets better as it progresses.
It's funny to see Quenser hesitating so much when he's popping niggas like water baloons a few volumes later.
