The France thing comes from him being an easily obtainable 1star servant who is effective in killing the dragon enemies in the France levels due to class advantage.

At the beginning of the game when trying to defeat a France filled with dragons everyone was weak and the dragons destroyed everything.
And Kojiro despite being of the lowest rararity, which means he is one of the weakest servant, single handed carried entire teams through France while annihilating dragons as if they were swallows. He literary saved players in that chapter, and he wasn't even part of the story.
Also, Nasu as the meme lover he is, has paired with Saint George and Saint Martha in an event as a team of dragon slayers and with Siegfried in another as an idol team of dragon slayers.

Kojirou being a one star made him one of the servants everyone had and could power up easily. Class advantage allowed him basically withstand and defeat the main dragon enemies of the France stage, including fafnir. Back when the game started it was notoriously hard, and he would always be one of the last standing servants on your party and somehow save the day.
Regendary caught on when they game misspelled it.
