I've had Baccano on hold on Episode 7 or something for months and had to force myself to finish Bebop. Bebop has some really dull episodes where it feels like nothing notable is happening.

It's not like Bebop lacks for style, but yes it has a lot of substance while it's mafia and samurai movie influences are comparatively low-key.
Comparing it to Samura Champloo that is, which has a lot less substance but a ton of style.

How is LOGH notable for having substance though? I thought it was praised for how ambitious in scope it was, which is true and well-deserved especially at the time
I mean, plenty of series slightly dip into themes of democracy vs autocracy or other similar politically-charged themes like LOGH does, is simply having some sort of running motif all it takes to be deemed to have substance? and then if the visuals aren't great then it can be deemed as a substance-over-style series?

LoGH is actually style > substance though. Its style makes you think you're in for a really deep, complex and nuanced war story, but what you're actually about to watch is about as subtle and nuanced as a middle schooler's first essay on politics.
It does have some great oneliners though.

It's funny how only Americans are separating style and substance. Those are the two face of the same medal, you can't take one and dismiss the other, escpecially in a medium such as animation which is all about style (since most of anime are adapting some other material, the "substance" of the show is irrelevant to its quality in itself).
