Have you heard any of his impersonations (eg. Morikubo, Unshou, Shiozawa, Furuya, Ikeda, "IRL" Midorikawa, Koyasu, etc)? The ones that he can do perfectly both voice- and acting-wise are less numerous and sometimes he does even his Wakamoto really half-assedly, but he is really good at replicating people's speaking habits, some of my favorites being "panicked Hosoya" and "troubled Matsuoka". Needless to say, being able to do all that equals to having huge range.
Also, Sugita said on Gargantia's web radio's event that in the past he tried to sound different from the roles that made him famous (ie. Kyon and Gintoki), but eventually he realized people hire him because they want to hear him as he is, especially the non-anime people (some gayish guy "just wanted to hear Gin-chan" while some other guy said "I can't really say this out loud, but do it as Chamber").
The same applies for practically everybody in the industry. There are countless of seiyuu to choose from, so if you wanted someone who sounded different you would just get another person. Without lots of prominent gag or mob roles, most seiyuu are never able to display their full range.

The popularity ranking is being repeated again this year, starting from April 10, and ending in June 19. Remember to then vote daily for your favorite Sanrio-characters if you care about it (you can technically even vote for ALL of them if you want).
