I've reread the part where his death is suggested but mugino only has his goggles. Saiai and Frenda were left behind to fight something yet all other members of SCHOOL had left the building.

Didn't it explicitly say the goggles were "her prize for killing him"? I doubt it'd say that unless he was intended to be dead. We have a good idea what her killing someone looks like. I'm pretty sure she'd be certain he was actually dead, and she got close enough to whatever was left of him to grab his goggles

I guess we'll have to wait till railgun covers the battle royale, I can't tell if her saying he had no real power is just banter or if he got blown away without doing anything. Also,
