No Quirks fusing has been in the series since the first chapter, its the whole reason OFA even exists, it was the fusion between two quirks.
It would be weirder if every user of OFA in the past was quirkless. Also All Might dodges every question when it comes to what his power is, he could say its simple strength enhancing but he doesn't. There could be more powers hidden in OFA that Deku has to be strong enough to use.

Well, it's not just that All Might will die, you've given a child a power that he's supposed to pass on that will in turn end his life too.
Provided the whole 6-7 generations of quirks is based on what's considered an official generation it has been ~130-150 years since quirks first showed up.
Meanwhile, we're on OFA holder #9. You don't need a calculator to know that doesn't add up to a long time if you average it out for holders of OFA. If this holds, Midoriya will be lucky if it makes it far into his 30's.
Kinda fucking irresponsible to not tell Midoriya that passing on OFA kills you if that happens to be true. Not knowing All For One was alive is fine, and he explained that later.
A lot of the foreshadowing indicates that All Might is dying right now- and won't live to see him graduate even if no one kills him.

The hero system itself is fucked up; it turns criminals into "villains" which aggrandizes them. It's a system that basically puts people who're actually in it for the love of the game (All Might, maybe Kouta's parents I imagine) with costumed assholes who sell stuff on TV and snipe eachothers work.

The attack at USJ was that one time. After that there were only 2 other villain encounters, against Stain and Shigaraki in the mall. Both of these times weren't some kind of villain attack where they wanted to kill the students and targeted them. Ida targeted Stain and was the one who created that fight. Shigaraki met Deku by chance.

Police get corrupted by their authority, or by shitty pay making them feel a need to abuse their authority because it's the only perk that makes the pay worth it. Or they lack the discipline needed for the job because the pay for the work sucks and no one wants to do it.

150 years later after all of the social upheaval is done, superpowers ("Quirks") are the norm. There's the police who actually make arrests and focus on investigations and complicated crimes, and heroes who bust criminals who act out in the open. Heroism is a job, you can go to school for it.
A rare kid with no quirk wants to be a hero, he manages to impress the #1 hero in the country- a golden-age superman analog called All Might. Turns out his quirk can be passed down (someone that is completely unheard of and no one knows), and he gives it to the quirkless guppy because he's basically dying and can't be a hero much longer.
Kid manages to make it into the premiere heroism school in the nation- but also inherits his mentor's enemies.
Super shounen premise, but it's done pretty well.

Yep. I think he can store more than that, too. He has a 5 minute time limit for each ability copied, though. I wager the things he'll have to train are being able to use multiple quirks at once, increasing the limit, if any, of quirks he can copy, and increasing the amount of time he can use those quirks. CQC, strength, and stamina training seem like a must for any hero, no matter what kind of quirk you have. In Monoma's case, it's probably recommended, especially if he copies a strength enhancing quirk. Monoma has the potential be a stupid strong character for Class-B, much like Momo for Class-A.
