Character songs are cheap, although sometimes amazing songs that can be, but usually aren't featured within the anime (that would make them insert songs). And they're not the OP or ED, either.
The only people who care about buying Character song CDs are hardcore otaku, (i.e, seiyuufags or people otherwise deeply invested in the anime the CDs are for). I can see why Maaya wouldn't want to do them, since they do very often have shit lyrics if not also shit compositions, she makes enough music already, and most of the characters she plays aren't the character song types, anyhow.

It's a genuinely shitty thing to ask any actual artist to do. The only reason it's so prevalent is because most seiyuu AREN'T actual artists. They either don't care about gaining notoriety as a musician, or their musical career is so young that they'll take character songs out of necessity.
Maaya may not be holy trinity status, but she has an actual singing career and is married. She's not in a situation where she needs to jump through hoops for the industry, and people who actually care about hearing her sing will just listen to her albums anyway. (Although I really wish she'd do more western style songs.)

The real reason it took so long to make Kizu is they wanted to get Maaya to sing for it, and she promised to do it if they still wanted her and the series still did well after so many years. That's what I like to think at least, I will hold out hope until the last Kizu part comes out.
