Stands can come via the ordeals of life or even being born with one, hell Polnareff had Silver Chariot since he was as young as 3 years old. We know most of the Stand users in Moriah were arrow-born besides Josuke, Tonio and Aya, as far as I remember, but DIO might not have used the arrow on all his followers, and recruited natural Stand users as well.
