While I don't think it's necessary, the industry certainly does seem to place quite a bit of importance on beauty. However, I don't think it's completely dependent on beauty? Ayane Sakura was probably far from what most would consider attractive (not ugly though) when she debuted, but after being in the industry for a few years, they definitely improved her looks a lot.
I guess what I'm trying to say is that even if they arent a beauty from the start agencies might still take them in if they are talented enough because they can probably make them beautiful. Then again, she did debut like 4 years ago so maybe now if they had to choose between mediocre voice and good looks versus good voice and mediocre looks, they would go with the former so they don't need to go through the effort to make them pretty?
